The Barangay and the Sangguniang Kabataan (SK) Elections 2023 are already set for October 30 (Monday). This has been after several postponements since the last barangay elections five years ago in 2018.

So, to help ease the 67.8 million registered barangay election voters and 23.2 million SK voters’ difficulty finding their respective precincts, especially for first-time voters, the Commission on Elections (COMELEC) revived its online Precinct Finder.

The Online Precinct Finder is a web-based database of every registered voter in the Philippines. Check out our step-by-step guide below.

How to check precinct number online in the Philippines

Here are the steps you’ll take to locate your precinct number:

Step 1: On your browser, type the website: https://precinctfinder.comelec.gov.ph

Step 2: You will be directed to the precinct finder landing page, displaying the Disclaimer. After reading, Press “Continue.”

Note: You must ensure to type your EXACT voter information specified in your Application Form for Registration, as the website will only show the precise results. Failure to do so will not lead to your election precinct details.

Step 3: On the voter Information, type in your First Name, Middle Name, and Last Name. 

Note: Please ensure the proper suffixes and variations reflect your voter information.

Step 4: Set your birthdate in this format: MM/DD/YYYY. For example, October 31, 2000, will be 10/31/2000. You can also use the calendar to navigate your birthdate.

Step 5: Specify your Place of Registration. Click the dropdown menu and select your registered Province and City/Municipality.

Step 6: Validate the Captcha by clicking the “I’m not a robot” and selecting the proper images.

Step 7: Click “Search.”

Step 8: A confirmation message indicating a Data Privacy Notice will pop up. Click “Proceed.”

Step 9: You will be redirected to your poling information showing your Complete Name, Date of Birth, Province, and City/ Municipality.

The results will also display your Polling Place (the school where you’ll vote) and the Precinct Number (your specific room assignment).

Step 10: The Precinct Finder will also show your Barangay Elections and SK Elections Status, indicating either Active or Deactivated. If you’re a Sangguniang Kabataan Elections voter, the status should show ACTIVE.

Voters from 15-17 years old will vote exclusively for the SK Elections. On the other hand, voters 31 years old and above will vote solely for the Barangay Elections.

However, voters aged between 18 and 30 will be voting for both the Barangay and SK Elections.

IMPORTANT: If your search results return as DEACTIVATED for both elections, you can’t vote for the October 30 Barangay and SK Elections

Now that the national elections have finished, it’s time for our very own barangay and Sangguniang Kabataan (SK) officials to take the stand.

Before the Philippines’ Barangay and SK elections happen later this year, the Commission on Elections (COMELEC) is urging Filipinos to register, so they can vote and elect their desired local officials.

Today, we’ll detail how you can register, know if you are eligible, and all the things you should know about the registration process to vote in the upcoming barangay and SK elections.

When is the barangay and SK election in 2022?

The election will happen on December 5, 2022.

Who can register?

You can register to vote for the barangay elections if you are:

  • at least 18 years old on or before election day;
  • a Philippine resident for at least one year and at least six months on the barangay you are voting in.

Meanwhile, you can register for SK elections if you are:

  • at least 15 years old but not more than 30 years old before election day;
  • and a resident of the barangay at least six months before the election.

When are the barangay and SK registration schedules for 2022?

The voter registration for 2022 will happen from July 4 to July 23 from Mondays to Saturdays (even holidays), at 8AM to 5PM.

Can I register, transfer, or reactivate for Barangay and SK elections?

Other than registration, the COMELEC is also accepting different types of applications from July 4 to 23, 2022. That includes the transfer of records, reactivation, and more. You can check the list of applications accepted below.

  • Registration
  • Transfer of Registration Records
  • Change/Correction of Entries in Registration Records
  • Inclusion and Reinstatement in the Voter’s List
  • Reactivation of Registration Records (may be applied for online be sending the duly accomplished application form with proof of identity via the official email address of the Office of the Election Officer from July 4-19, 2022)
  • Transfer of Registration Records from Overseas Post to Local

Some reactivation applications can also be done online. Such applications include:

  • Reactivation
  • Reactivation with Correction of Entries
  • Reactivation with Transfer Within the Same City/Municipality/District
  • Reactivation with Transfer Within and Correction of Entries
  • Reactivation with Updating of Records of Senior Citizen and Person with Disabilities.

How to register, reactivate, and transfer for barangay and SK elections?

Step 1: To avoid the hassle, COMELEC encourages people to fill up the appropriate application forms before proceeding with the process. You can download the forms from their website. Alternatively, you can still get these forms for free from the COMELEC office.

Step 2: Once filled up, make sure you have any proof of identity (see list below), and bring it to your nearest COMELEC office to finish the process.

List of acceptable proof of identity for COMELEC

  • Postal ID
  • UMID
  • PhilSys National ID
  • Driver’s License
  • Employee’s ID with Employer’s Signature
  • PWD ID
  • Student’s ID or Library Card signed by school authority
  • Senior Citizen’s ID
  • SSS/GSIS ID
  • NBI Clearance
  • Passport
  • IBP ID
  • License issued by the PRC
  • Certificate of Confirmation issued by the NCIP for members of ICCs or IPs
  • Barangay Identification or Certification (with photo)
  • Any other valid ID or proof of identification

A bill asking voters to be registered online and a bolster to the pre-existing system could soon become a law as it passes the third and final reading.

With a majority vote or 307 affirmative votes versus one during the nominal voting on Monday, March 6, House Bill (HB) No. 7241 has seen overwhelming approval among lawmakers in the House of Representatives.

An improvement upon the “Voter’s Registration Act of 1996,” the bill changes Sections 2, 3, 8, 9, 10, 12, 13, 22, 23, 24, 29, 32, 33, and 45 of the Republic Act (RA) No.8189.

Principal co-author and speaker Ferdinand G. Romualdez claims that the goal of the proposed statute is to promote a registration system whereby “a clean, complete, permanent, and updated list of voters” is ensured and guaranteed.

Corollary to that, the bill also seeks to establish an ongoing system of voter registration, which the state shall support with the adoption and utilization of technologies that foster the registration of online voters as a choice. 

Under the supposed updated version of RA No.8189, a qualified voter must be considered an addition to the permanent roster of voters in a precinct or municipality based on residency before they could vote.

From the September 30 deadline, the Commission on Elections (COMELEC) has extended the voter registration from October 11 to 30. After that, you might want to check for your voter registration status, here’s how.

Checking for registration status is only ideal for new voters or for those who changed their address. If you’ve already voted in 2019, you’re all good.

Also, there’s no easily accessible database to go to to check your status. The methods and steps we’ll show you require some sort of communication with an actual COMELEC representative, so don’t expect it to be instant. That said, let’s get started.

How to check for voter registration in the Philippines

Method 1: COMELEC Online Precinct Finder

Step 1: Here’s how you can check if you’re still a registered voter while also having to see where your voting precinct will be at the same time. To start, visit the portal via this link: voterverifier.comelec.gov.ph/voter_precinct. Click “Continue” in the Disclaimer pop-up.

Note: Due to heavy traffic, the web page occasionally goes down. You might need to try loading it multiple times before you can access it.

Step 2: Choose if you’re a Local or Overseas voter. For this tutorial, we’ll choose Local.

Step 3: Type all the required information: First Name, Middle Name, Last Name, Province, and City or Municipality.

Step 4: Click Continue.

Step 5: If there’s an issue with your voter’s registration, you shall see a note similar to the screenshot below. Alternatively, if your registration is good, the screen shall display your precinct location.

Method 2: Send an email to COMELEC

Step 1: Open whatever email app you have on your phone or access your email via a web browser on a desktop computer.

Step 2: Create a new email. In the “Send To” field, type in itd@comelec.gov.ph.

Step 3: In the body of the email, type in your:

  • Complete name (middle name included)
  • Date of birth, Address
  • Contact Number
  • Place of Registration
  • Date of registration (year)

Step 4: Send the email. You should get an email response in 3 to 7 days.

Method 3: Visit a COMELEC field office

Considering the health crisis, this may not be the most ideal method to do. Still, there are some perks to visiting a COMELEC office physically, like speaking to a representative physically that should be able to answer your queries better, faster, and with clarity.

Method 4: Call COMELEC hotlines

Possibly the fastest way to do it is by reaching COMELEC via its hotlines. That way, you can talk to a representative that should also ready to answer any of your other questions.
